Noble Ellington, III

Noble Ellington, III (CEO and Director) serves as Chief Executive Officer and Director of Providers Health Network. He brings more than 40 years of clinical, business, and administrative healthcare experience, beginning as a registered nurse and spending more than 25 years in post-acute leadership. Noble later spent eight years with Vantage Health Plan, where he helped build value-based and quality incentive programs and led provider relations functions including credentialing, network development, contracting, service, and provider data. At PHN, he applies that payer and provider experience to a provider-built network spanning Louisiana, Arkansas, and Mississippi. His leadership emphasizes collaborative medical management, reliable payer-ready operations, provider relationships, compliance, documentation integrity, and transparent processes that reduce administrative friction while respecting clinical autonomy.

Sarah Scheffsky

Sarah Scheffsky (COO and Legal Counsel) serves as Chief Operating Officer and Legal Counsel of Providers Health Network. She began her career as a Judge Advocate in the U.S. Army before joining Vantage Health Plan as in-house counsel, and later advised a multispecialty provider group, outpatient surgery center, and accountable care organization. After earning her MBA, Sarah moved into joint legal and operational leadership. At PHN, she helps translate network strategy into consistent execution, advising on governance, regulatory requirements, agreements, operational standards, and strategic initiatives. Her combined legal and operating perspective supports disciplined turnaround times, clear escalation pathways, compliant payer-ready processes, and practical collaboration among providers, health plans, and business partners. 

Savannah Ray, MSN, FNP-C

Savannah Ray, MSN, FNP-C, supports Providers Health Network as a healthcare executive and board-certified family nurse practitioner with more than 15 years of experience in population health, clinical quality, and operations. She has overseen value-based initiatives across rural hospitals, developed multistate population health programs, led teams of more than 70 clinical staff, and advanced care coordination, transitional care, wellness, quality improvement, and cost reduction. Her clinical background includes hospice and palliative care, emergency medicine, and student health. Her population health experience includes programs developed in partnership with Vantage Health Plan. At PHN, Savannah brings a practical clinical lens to medical management, utilization, documentation integrity, quality programs, provider engagement, and operational workflows. Her work helps align network processes with appropriate care, provider experience, and better outcomes. 

 

John Kahl

John Kahl serves as Chief Financial Officer of Providers Health Network and brings more than 18 years of finance, operations, and strategy experience across hospitals, multispecialty groups, long-term acute care, and skilled nursing. He previously led a complex multisite medical group with more than 400 employees and held senior hospital and physician enterprise roles. At PHN, John supports disciplined financial management, scalable network operations, contracting economics, resource planning, and sustainable growth. His broad provider-side experience helps connect financial decisions with operational realities and the needs of practices, facilities, and health plan partners. John holds an MBA from the University of Louisiana Monroe and a Bachelor of Science from Louisiana Tech University. 

Jeff Lodgen

Jeff Lodgen serves as Chief Information Officer of Providers Health Network and brings more than 24 years of experience in healthcare technology, governance, cybersecurity, analytics, infrastructure, and interoperability. Drawing on approximately a decade leading infrastructure, support, clinical technology, and enterprise IT functions at Vantage Health Plan, he has built secure, highly available environments, established HIPAA- and NIST-aligned governance, improved audit readiness and resilience, guided acquisition integration, and led major vendor negotiations. At PHN, Jeff focuses on technology that helps providers and health plan partners work together efficiently. His priorities include secure data exchange, dependable operational platforms, documentation and reporting support, analytics, identity and access controls, and scalable infrastructure. By aligning technology with network workflows, compliance, and service expectations, he helps PHN deliver consistent, payer-ready operations across multiple states.
